Paredes recently completed his term as commissioner of the US Securities and Exchange Commission (SEC), serving throughout the financial crisis and its aftermath, during which time the SEC undertook numerous initiatives to restructure the regulation of financial markets, including the SEC advanced rule makings to implement the Dodd-Frank Act and the JOBS Act. Before his government service, Mr. Paredes was a professor of law and a professor of business (by courtesy) at the Washington University in St. Louis. He has also been a visiting professor of law at UCLA and Georgetown. He practiced law in California at O’Melveny & Myers, Steptoe & Johnson, and Irell & Manella, where his practice focused on financings, mergers and acquisitions, and corporate governance. He is the author of numerous academic articles and is a coauthor of a multivolume securities regulation treatise, Securities Regulation.

The New Era for U.S. Global Health Diplomacy
A Lecture by Jack Chow (C’82), Former U.S. Ambassador and Deputy Assistant Secretary of State for Health and Science

Professor Chow will discuss the progress and forward vision of U.S. global health diplomacy, the context of such diplomacy within the evolution of U.S. foreign policy, why this diplomacy matters at home, as well as the outlook for private sector efforts.

Currently serving as distinguished service professor at Carnegie Mellon University, Jack Chow has been involved with health public policy both domestically and abroad. Chow was the first U.S. diplomat of ambassador rank appointed to a public health mission. He has worked with esteemed politicians including U.S. Secretary of State Colin Powell, Representative Silvio O. Join Penn Wharton Public Policy Initiative (PPI) for “Fracking, Environmental Policy, and Economic Growth: A Panel Discussion,” moderated by Penn Wharton PPI Faculty Affiliate Sarah Light. The panelists will include Trevor Penning, Director of the Perelman School of Medicine, Center of Excellence in Environmental ToxicologyKathryn Klaber, CEO of the Marcellus Shale Coalition; and Scott Perry, Deputy Secretary at the PA Department of Environmental Protection. This event was inspired in part by Faculty Affiliate Ann Harrison’s Policy Brief, “Why Fracking Won’t Bring Back The Factories (Yet)“.

Wharton Alumnus, Rohit Chopra, Addresses Issues Related to Student Debt

The Penn Wharton Public Policy Initiative is pleased to announce a talk by Wharton MBA alumnus Rohit Chopra, student loan ombudsman at the Consumer Financial Protection Bureau, scheduled for Thursday, September 26, at 4:30 PM, in Steinberg-Dietrich Hall, Room 109.  Chopra will be speaking on “Student Debt: The Next Financial Crisis?”

Chopra was appointed to the oimbudsman position, created by the Dodd-Frank Act, in 2011 by the Secretary of the U.S. Treasury.  In that role, he leads the agency’s work on behalf of students and young Americans.  He also is a frequent contributor to the Huffington Post on student debt issues.  Before joining the CFPB, he worked at McKinsey & Company.

This Time Next Week: Guest Lecture

The Penn Wharton Public Policy Initiative is proud to be hosting a guest lecture by Professor Cecilia Rouse, Dean of the Woodrow Wilson School of Public & International Affairs at Princeton University, on Thursday, September 19th, at 4:30 PM in JMHH 350.

Professor Rouse will be speaking on “The Post-Secondary Education Challenge: Can We Preserve Access, Improve Outcomes, and Keep it Affordable?”  This event is open to the public, but registration is required: http://whartonppi.wufoo.com/forms/the-postsecondary-education-challenge

In addition to serving as Dean of the Woodrow Wilson School, Professor Rouse is the Lawrence and Shirley Katzman and Lewis and Anna Ernst Professor in the Economics of Education and Professor of Economics and Public Affairs at Princeton University.  Her primary research interests are in labor economics, with a focus on the economics of education.  She has served as an editor of the Journal of Labor Economics and is currently a senior editor of The Future of Children.   She is the founding director of the Princeton University Education Research Section, a member of the National Academy of Education, and a research associate of the National Bureau of Economic Research.   In 1998-99, Professor Rouse served a year in the White House at the National Economic Council and from 2009-2011 served as a member of the President’s Council of Economic Advisers.

Penn Experts Discuss Health Care Reform

Health care reform is a hotly contested topic that intersects public policy, business economics, and health care practices.  Teasing out the short and long term implications of reform is a complicated task; one perfectly suited for a panel discussion with three of the leading health care economics experts and members of the Penn faculty.

“The Road Ahead for Health Care Reform,” co-sponsored by Penn Wharton Public Policy Initiative and Wharton Lifelong Learning, will be a bipartisan discussion moderated by Mark Duggan, Rowan Family Foundation Professor; Faculty Director, Penn Wharton Public Policy Initiative.

The evening will feature insights from two of the University’s foremost experts working at the intersection of business, health care and public policy: Professor Zeke Emanuel and Professor Dan Polsky.

Sizzler, 2013

Although the word “Sizzler” may conjure images of steaks or car races for some, ask anyone in Sweeten Alumni House and they will tell you “Sizzler” is an annual conference for Higher Education organizations that use iModules to manage their online constituent relationships.  This is the first year Penn Alumni staff has attended the conference in order to learn tips, tricks, and best practices about our new online engagement platform.

The Year of Sound

Each year, Penn’s Provost office sponsors a series of events around a theme chosen by faculty, staff and students.  The theme for 2013-2014 is the Year of Sound, a topic that can be further explored by nearly every area of academic study.  In conjunction with the yearly theme, a book is chosen for the Penn Reading Project (PRP), an initiative designed to introduce incoming freshmen to academic life at Penn.  Book of Rhymes: The Poetics of Hip Hop by Adam Bradley will be the text for the 2013-14 (PRP).

As a film student and visual artist, I have a keen interest in the pairing of moving image with sound.  As David Lynch said, “Films are 50 percent visual and 50 percent sound. Sometimes sound even overplays the visual.” The influence of sound design in film is perhaps one of the more common examples of how auditory experience impacts our understanding of things.

Less well-known is the use of sound in works by artists and avant-garde composers such as John Cage  (September 5, 1912 – August 12, 1992). Cage wrote music for film and also modern dance performances but his most notable works were those that dealt with chance and sound.  In 1952, Cage composed the piece that became his best-known and most controversial creation: 4′33″.

The score instructs the performer not to play the instrument during the entire duration of the piece—four minutes, thirty-three seconds—and is meant to be perceived as consisting of the sounds of the environment that the listeners hear while it is performed.  Highly controversial at the time of Cage’s original performance, 4′33″ has since become a hallmark of the avant-garde and has been performed worldwide.

The Slought Foundation, located at 4017 Walnut Street, showcases a unique interactive installation by Cage. In 2010, with the help of the John Cage Trust, The Slought Foundation installed  “How to get Started”, featuring a rarely heard performance by the artist.  The visitor listens to a monologue by Cage and is then invited to contribute to the installation by recording their own “realizations”.  This site provides instructions for how to prepare:

1. familiarize yourself with Cage’s realization

2. get out ten index cards and write down ten topics of interest

3. practice extemporizing on each topic, in random order

4. notice that Cage never spoke for more than three minutes on a single topic

5. visit Slought Foundation and schedule a session
